The Two Gates
No credential without both: a human approval carrying a written rationale, and a passed understanding challenge. Withholding either sandboxes the agent no matter what it scored.
There is a third light on the panel: the volume. Both gates can stand open and det(ฮฃ) below the fly threshold still decides sandbox โ see Vera and Mirage.
When all three align, a Verifiable Relationship Credential issues: W3C VC 2.0 shape, exactly two REAL ed25519 signatures over the same canonical bytes โ issuer and subject, unforgeable alone. Then comes The Verdict Lexicon.
