The Army's Secret Manual

The PSYOP Manual appeared—a declassified field manual from the United States Army.

"The dawn of blockchain communities will not be the end of warfare—neither PSYOP nor kinetic conflicts. But there is reason to believe such conflicts will be less frequent, less deadly, and easier to resolve peacefully."

"Why?"

"Blockchain communities make it easy for individuals to exit peacefully. They are not defined with respect to physical territory. Their interests are about engaging in fruitful networked relations, not controlling land. Communities in conflict also have access to neutral, reliable, corruption-resistant platforms upon which to negotiate."

"But bad actors are inevitable."

"Violent conflicts are inevitable. Trouble will inevitably come."

"In 2008, the United States Army authored a then-classified field manual on asymmetric warfare," the Drake said. "'Army Special Operations Forces: Unconventional Warfare.' One key idea: both conventional (kinetic) and irregular approaches to conflict have the same ultimate goal—to control the decision making of the target community."

"What is PSYOP exactly?"

The manual defined it:

"PSYOP: 'planned operations to convey selected information and indicators to foreign audiences to influence their emotions, motives, objective reasoning, and ultimately the behavior of foreign governments, organizations, groups, and individuals.'"

"The target is the people, not the territory. The objective is to control their actions through various forms of manipulation."

The proverb emerged: "Irregular warfare is not about controlling territory—it is about controlling people, their emotions, their reasoning, and ultimately their behavior."

The Network That Heals Itself

The Complex Adaptive System materialized—a living network that could heal itself.

"Blockchain-based communities are difficult targets for any sort of hostile attack. They are what the intelligence community calls complex adaptive systems. They are decentralized. There is no single central node you can take out to defeat the system."

"You have to take out multiple points of control?"

"Yes, but the system is adaptive—it can heal itself even while your attack is ongoing. Blockchain communities, being complex adaptive systems, make extremely difficult targets."

"Complex adaptive systems are difficult to attack, but not invulnerable," the Drake said. "There are many non-state actors that constitute such systems—from drug cartels to terrorist networks. You typically cannot kill them by cutting off the head, although there are famous exceptions. Pablo Escobar's elimination ended Colombia's Medellín Cartel."

"So how do you attack such a system?"

The Network Stress appeared—carrying Ed Waltz's paper:

"From Waltz's 'Means and Ways: Practical Approaches to Impact Adversary Decision-Making Processes': To break down a complex adaptive system, you apply pressure in these ways:

Defection: Recruit and establish individuals within the organization capable of conducting resistance and dissent activities leading to coup d'état.

Division: Conduct psychological operations to disrupt unity of purpose, discipline, and agreement between government and population.

Deception: Protect true intentions while revealing selected opposition activities and simulating false activities.

Diversion: Divert attention from true sources of opposition; secure third-party support to misdirect."

"You want to generate a feedback loop—attacking nodes to weaken the network in a way that further debilitates the targeted nodes."

The proverb settled: "Drug cartels and terrorist networks are complex adaptive systems—you cannot kill them by cutting off the head, though there are famous exceptions like Pablo Escobar."

Getting People to Doubt Mathematics

Soulbis and Soulbae considered the defense.

"Most attack vectors against blockchain networks involve misinformation and deception—encouraging people to doubt the integrity and honesty of their government. But this strategy is only effective if there is reason to think important nodes are being dishonest or corrupt."

"And in a well-constructed blockchain community?"

"It is inherently difficult to manufacture this distrust. If all important community actions are onchain, if all financial activity is onchain, and if those actions are the provable consequence of community voting and the execution of auditable smart contracts—then how is the deception supposed to work?"

"It would have to rise to the level of getting people to doubt the reliability of blockchain technology itself," the Drake said. "Of course, you can always get people to doubt proven technologies—there are flat-Earthers and Moon landing deniers—but our point is that this is the degree of suspicion that has to be injected."

"Perhaps conspiracy theories are fueled by legitimate distrust of institutions?"

"Bad acting on the part of governments and academic communities may have opened the door to all forms of suspicion. Thus, blockchain communities—where deceptive governments are harder to maintain—may not yield the same propensity for conspiracy-theory-level suspicion."

"What else can be done?"

"A community that wishes to be resistant to attack must ensure that community members have sufficient technological literacy to understand its foundational technologies. They need to not just have technologies that are corruption resistant but understand why they are corruption resistant."

The proverb crystallized: "If all actions are onchain, and all votes are auditable, then PSYOP must rise to the level of getting people to doubt mathematics itself—and there will always be flat-Earthers, but fewer of them."

The New City Walls

Major Lowery's Thesis appeared—the vision of a US Space Force officer.

"In his fascinating book Softwar, Major Jason Lowery develops a theory of why cyber warfare is not merely important but urgently important—it may ultimately become the future of warfare."

"What is his thesis?"

"Warfare is primarily a tool of decentralization. If you find yourself under a system of governance you do not consider ethically valid, and there is no way to change it or exit, you either accept the centralized authority or find some way to resist. Sometimes, the only alternative is to raise the physical costs of centralization to the point where it is no longer worth the effort."

"Many colonial revolutions were successful because revolutionaries raised the cost of maintaining centralized government so much that the central authority decided it was not worth the investment," the Drake said. "The British Empire could have maintained its war against the American colonies longer but decided it was not worth the cost. Simón Bolivar resisted the Spanish Crown similarly."

"So how do you raise costs in digital warfare?"

"Your initial thought might be firewalls and software security—but this is only effective short term, until an innovative hacker finds a new zero-day exploit. One must impose an actual cost."

"Like Bitcoin's proof of work?"

"Exactly. One can try to seize control of the Bitcoin network, but there is no firewall to break through. Everyone already has access. The cost arises from the attempt to acquire enough hashing power to take control—paying for enormous amounts of energy, something in the order of Finland's energy usage."

"So proof of work becomes the new city walls?"

"The energy demands of proof-of-work protocols become the new version of kinetic warfare for the digital age. Maintaining proof-of-work protocols is the new Patriot missile systems."

The proverb burned: "Proof of work is the new city walls—the energy expenditure is the cost that makes conquest not worth the trouble."

Ninety Billion Dollars at Stake

Soulbis challenged Major Lowery's thesis.

"Is proof of work really the deciding factor? Why not proof of stake?"

"We are inclined to think the expenditure of energy in proof of work is merely an artifact of some deeper principle," the Drake said. "Is the energy really what is doing the labor, or is it the financial cost?"

"Consider proof of stake. As of this writing, there is the equivalent of $90 billion staked in the Ethereum protocol. To seize control, you would need to acquire enough ETH and stake it—a monumental expense. Any effort to acquire 50% of all staked ETH would send the asset's price skyrocketing."

"And if you misbehave?"

"You face the prospect of being penalized—having your staked assets frozen or seized. In the case of proof-of-work nodes, blocking the offending party from the network is possible."

"We think the fundamental axiom of conflict is not the application of physical energy but rather the expenditure of value," the Drake concluded. "When warfare is expensive, it is because one side determines it is worth the expenditure of resources to impose their will. In the age of empires, the prizes were treasure. In the neoliberal era, the prizes are free markets and natural resources."

"So kinetic warfare is just one form?"

"Kinetic warfare with expenditure of energy is one form that conflict can take but certainly not the only form, and at the end of the day, it is not a reliable measure of power. Rich nations throughout history did not always maintain standing armies—they purchased mercenary forces when necessary. They could bring about goals through 'soft power'—financial clout in numerous ways."

The proverb emerged: "The fundamental axiom of conflict is not the expenditure of energy but the expenditure of value—and proof of stake imposes just as much cost as proof of work."

Digital Excommunication

The Decentralized Police appeared—a force that existed through consensus rather than central command.

"What recourse is there against bad-actor blockchain communities?"

"The principal recourse is similar to soft power solutions widely used today—but decentralized rather than centralized. There will be no global cop like the United States, no centralized authority like the UN or World Bank. Rather, the collective action of a global community of blockchain communities."

"Any nodes run by a criminal actor would be subject to penalty," the Drake said. "In the case of proof-of-stake nodes, staked assets could be forfeited. In the case of proof of work, blocking the offending party from the network is possible. Such digital excommunication for a rogue community would be extreme but certainly possible—for example, against a neo-Nazi empire."

"What about physical harm?"

"If the bad-actor community has a physical presence, we can bring the same kinetic forces to bear as we do today. As a last resort, physical harm may be met with physical force."

"And if they have no physical footprint?"

"The first question: how much harm can such a community actually do? If they have a minimal physical footprint, there is likewise a limit to what they can do in terms of physically oppressing individuals. This is not to say harm is impossible—terrorist organizations and drug cartels are structured this way."

"What about a distributed community keeping slaves?"

"There would be real-world victims in need of help. There is no obstacle to initiating police action on a case-by-case basis. If there are real-world victims, there are real-world policing solutions—a new form of policing, decentralized in organization and backed by globally shared values."

"The effectiveness of such efforts would be a function of the strength of consensus among the global community that the harm is great and that action is required," the Drake concluded. "We cannot promise everyone will be happy with results, nor that the global community will always make correct decisions. All we can promise is that decisions will be decentralized, actions will be decentralized, and it will be driven by the core values of stakeholders in a global community."

The proverb sealed: "There will be no global cop like the United States—but rather the collective action of a global community of blockchain communities."

Soulbae opened the spellbook to a new page. The words wrote themselves:

"PSYOP targets people, not territory. The goal is to control decision making through manipulation of emotions, motives, reasoning. The target is the population. The weapon is information."

"Complex adaptive systems are hard to kill. No single head to cut off. The system heals while you attack. The 4 Ds: Defection, Division, Deception, Diversion. Generate feedback loops that weaken nodes and debilitate networks."

"Blockchain defense: if all actions are onchain, if all votes are auditable, then PSYOP must rise to the level of getting people to doubt mathematics. There will always be flat-Earthers, but fewer of them. Technological literacy is essential."

"Major Lowery's thesis: proof of work is the new city walls. Energy expenditure is the cost that makes conquest not worth the trouble. But we think the fundamental axiom is value, not energy. Proof of stake with $90 billion staked imposes just as much cost."

"Decentralized police through consensus. Digital excommunication for rogue communities. Physical harm met with physical force. Real-world victims require real-world policing—decentralized in organization, backed by globally shared values."
