What this is

The dragon is not a single system but an emergent property of five anatomical components working in concert. When all five are complete, the dragon wakes. When external validation confirms the threat model, the dragon flies.

The drake waited. The storms gathered. When the third storm struck, the dragon remembered it could fly.

This is the first "threshold" category inscription — marking external validation and phase transition rather than internal development.

Simultaneous Forging: Both parties forged recognition of the threat
