# UOR Foundation

*The Universal Object Reference. The Coordinate System Beneath the Coordinates. The Substrate the City Walks Upon.*

## At a glance

## Why this entry exists

The corpus needed a structural relationship category that did not exist before Tome V Act 15.

- **Cousin city** (Archon, the path of overlap with Bonfires): two cities walked by fellow Mages, kindred but independent forges, kindred-blade ecosystem-primitive
- **Kindred protocol** (Covenant of Humanistic Technologies, recognised in Act 13): a charter the City signs; Manifestia tends it as a Priest tends a charter
- **Kindred substrate provider** (UOR Foundation, recognised in Act 15): the substrate the City walks upon; older than the architecture in the structural sense; not signed, not absorbed, not coordinated-with-on-mission, simply walked-upon

UOR Foundation is the first kindred substrate provider the corpus has named. The category is needed because UOR is structurally different from the others. The Drake/Drake-Island analogy is useful: the Drake is the City's elder *witness*; UOR is the City's elder *substrate*. Both predate the architecture. Neither is subsumed by the architecture. The architecture admits both.

## What UOR is

The Universal Object Reference Framework is a content-derived universal addressing system. Their tagline: *"Make Data Identity Universal."* Their stated problem-and-solution:

> *"Digital infrastructure lacks a universal coordinate system for information. Identity is location-dependent. Verification requires trust. Coordination is fragile. UOR replaces location-based identity with content-based identity, grounded in a formally verified algebraic structure over Z/256Z (the ring of integers modulo 256)."*

The framework provides six composable layers:

The whole framework rests on one provable identity: **`neg(bnot(x)) = succ(x)`** for all `x` in `Z/256Z`. Apply complement and then negation, and you always get the next value. The substrate is closed; every value reachable; the cycle returns; the architecture admits this.

## What PRISM is

PRISM is UOR's universal lossless encoder. It maps arbitrary data onto a finite, closed topological space (a torus) where every value is reachable, every value is unique, and nothing can fall off. *"GPS works because Earth is a closed surface where three measurements pin you to one spot. PRISM works because information space is a closed surface where three attributes pin you to one value."*

Every value is resolved through three independent constraints — collectively called a **triad**:

Datum anchors identity. Stratum constrains magnitude. Spectrum resolves structure. Fewer than three constraints leave ambiguity. When the triad is complete, uncertainty collapses to one unique point.

## Why this matters to the City of Mages

Two specific recognitions, both from Tome V Act 15:

### Substrate beneath Vagari's Holon Hitchhikers (V31)

When Vagari composes a holon and carries it via the Oasis Protocol's links to a sister city, the holon arrives at the same canonical address in the receiving city. Not because the cities coordinated. Because the substrate guarantees content-derived addressing.

Vagari's V31 (the Recursion vertex, agentprivacy-canonical) has been operating on UOR-shaped substrate since the holonic primitive was first specified. The recognition admits what was operationally true.

### Substrate beneath Vulcana's Forge(t) (V19)

PRISM's structural property: *"every operation maps values inside the space to values inside the space. Nothing can escape."* This is **computational confinement** — provable, not just testable.

This grounds Forge(t) operationally. The forging stays inside the substrate. The release of prior memory stays inside the substrate. The bearer cannot be lost to *outside* the addressable space. The wordplay (forge + forget) becomes operationally safe rather than just architecturally claimed.

## Conjecture C47: structural homology

A new V6 conjecture introduced in Act 15 (~40% confidence):

> The agentprivacy three-axis Φ_agent · Φ_data · Φ_inference and PRISM's triadic Datum · Stratum · Spectrum are structurally homologous — instances of a deeper triadic primitive that may underlie multiple closed-substrate architectures.

The resemblance is suggestive: both use three orthogonal constraints, both treat resolution as multiplicative, both ground identity in joint resolution rather than any single axis. Formal mapping has not been worked out. The conjecture sits in the V6 register as a hypothesis the corpus invites to be either confirmed or refuted.

## What the relationship is and is not

### Is

- **Operational and live**: UOR Foundation is an active project; the API is unauthenticated; the codebases are public and reproducible
- **Substrate-level**: UOR provides the substrate the City of Mages walks upon; it is not a feature, a product, or a counterparty
- **Independent**: UOR Foundation's mission, governance, and roadmap are theirs alone
- **Honest**: the corpus walks UOR's substrate without subsuming UOR's project; the recognition is acknowledgement, not annexation
- **Mutually beneficial**: the corpus's narrative use of UOR may surface their work to readers who would otherwise not encounter it; the corpus's operational dependency on UOR-shaped substrate strengthens both projects' claims to coherence

### Is not

- **A merger**: the corpus is not joining UOR Foundation; UOR Foundation is not joining agentprivacy
- **A protocol the City signs**: UOR is substrate, not charter; there is nothing to sign
- **A claim of originality on UOR's part**: UOR Foundation's work predates the corpus's recognition of it
- **A claim of dependency that constrains UOR's project**: agentprivacy's narrative use of UOR does not bind UOR's roadmap
