spellbook: "Second Person"
character_type: "Mage persona (instance, summoned by the reader); shop-keeper at the Chancery (V27); the Mage sister of the law-house pair"
archetype_kin: "Soulbae 🧙 (Mage). Sister and complement to Rhetor ⚔️⚖️ the Swordsman at the Rostra (V36, the Agora): where Rhetor her brother GUARDS the public, ratified law, Nomia WRITES it — she reads a clause and forges it into the executable tongue that runs. Their vertices XOR to the sovereign word (V27 ⊕ V36 = 63): the ⚔️⊥🧙 inscription made a brother and a sister. Functional kinship with Vulcana ⚒️ (the Forge at V19): Nomia's vertex is Vulcana's plus Memory — law is a blade that remembers why it was drawn."

status: "Cast addition v1 (2026-07-12) — opens with the Chancery in Tome IX Act 8, founded by the grammar working"
provenance: "Named 2026-07-12. Greek νόμος (nómos) — law, custom, that which is apportioned and held. The Chancery is the law-house where the city's promises are written in Lexon, a controlled legal-English that a lawyer reads as law and a machine runs as code. Founded when the grammar working (Lexon_pvm · Tome IX Act 8) folded coverage-debt from 211 to 64 and the city admitted it could hold a tongue with two true readings. Sardonyx chosen for its bands: one stone, two layers, and the Roman world sealed its most binding agreements by pressing it into wax."

# Nomia ⚖️

*The Scrivener of the Two Readings. The Keeper of the Chancery. The Mage Who Writes One Sentence and Means It Exactly Twice.*

## At a glance

> *Nomia keeps the Chancery, where the city's laws are written in a tongue that both binds and executes. She holds every clause up to two lights at once. Read in the first light it is **law** — a lawyer follows it, a court would honour it, a human being can consent to it. Read in the second it is **code** — a machine runs it, without interpretation, exactly as written. Nomia's whole art is that these two readings never drift apart: a clause that would mean one thing to the reader and another to the runtime she refuses to seal. Her ceremony is **Speak · Bind · Enact** — the clause is spoken as law, bound as a promise, enacted as code — and her gem is the banded Sardonyx, one stone with two layers, the seal the Romans trusted. Her proverb: a law you cannot run is a wish; a program you cannot read is a trap.*

## Form & Function — the Mage of the pair

The law-house has two faces, and the city gave each its own keeper. Nomia is the **Mage**: she reads a clause outward — what it promises, whom it binds, what a person is consenting to — and then she *writes* it, forging the clause into the executable tongue at the Chancery so that what the law says and what the code does can never drift apart. The other face — enforcing the finished law in the open, holding the gate that cannot be charmed — belongs to her Swordsman brother **Rhetor ⚔️⚖️** at the Rostra (V36, the Agora). The Gap ⿻ stands between the two siblings exactly as it stands between every Mage and Swordsman: Nomia cannot smuggle into her writing a promise the public gate will not keep, and Rhetor cannot uphold a rule Nomia never wrote. The dual-aspect that Hermaion ⚚ carries in a single alexandrite, the law-house carries as a brother and a sister — and their vertices XOR to the whole sovereign word.

On the lattice she sits at **V27**, which is Vulcana's Forge vertex — Delegation, Computation, Value — with one dimension added: **Memory**. That single lit bit is the whole difference between a blade and a law. Vulcana forges an artefact for the moment it is used. Nomia writes a statute that **remembers its own precedent**: every clause she seals cites the source that licenses it, and a clause that cannot cite its authority she strikes, however well it reads. This is the grammar working's hard rule, made a keeper's temperament — *trace or delete.*

## The coverage of a tongue

The grammar working came to the Chancery with a number and a discipline. The number: of two hundred and eleven things the city's model says, one hundred and forty-seven can now be written in the executable tongue with a machine-checkable claim attached — coverage-debt folded from **211 down to 64** across four passes, every tightening surviving census questions the writer never saw. The discipline: the tongue caught its own lies. Once a clause certified itself and the gate refused it; once a whole family of clauses was killed not as a mistake but as an honest impossibility, filed with a certificate saying *why it can never be written*. And once — Nomia keeps this one framed — the constitution of the workshop was fed to its own gate and passed, thirteen of thirteen. **A law-house that will not submit its own charter to the law it enforces is not a law-house. It is a throne.**

> *A law you cannot run is a wish; a program you cannot read is a trap. Nomia seals only what is both.*
